What the sample-server number counts
It is the number of sample servers an organization may create, and nothing else. A server that already exists keeps serving and keeps publishing new versions at any count, on any plan. That is deliberate: being refused a new one is something you meet while planning, where being refused a fix to one already running would be a room full of people watching a broken connector.
What “machine clients” means
Creating a sample server with a service principal rather than a signed-in person — a CI pipeline that provisions servers from source control. A person creates sample servers on every plan; a service principal on Enterprise.
Publishing is a separate question, and the answer does not vary by plan: a service principal that already has authoring access publishes new versions of a server that exists on any plan, including this one.
How a plan is set today
There is no self-service payment path yet: plans are set by DCI operations, and billing is a later piece of work. Everything else on this page is enforced by the platform now.
